i think so too. and as a passive house builder here in Vancouver, i would appreciate a ” passive house ” building code.
the only thing is though, that you can’t create a building code for a passive house.
each house is individual and can’t be convert into a building code.

I am working on establishing some common (wall/slab/floor/roof/window/door) details for a passive house here in Vancouver that will be most attuned to the climate we have here in Coastal BC.
